When coockies are disabled, no file upload is possible.

I rejected cookies from .gentoo.org .

I usually accept those from bugs.gentoo.org, but I visited gentoo.org first, so I clicked the reject all button.

The problem is, that I cannot upload a file, bugzilla said "No file selected", without coockies enabled.

I think, that bugzilla should show a error message, when coockies are disabled, and somebody wants to upload a file.

Reproducible: Always
Steps to Reproduce:
1. disable coockies for .gentoo.org
2. try to add a file to the bug report


Actual Results:  
bugzilla says "No file selected for upload" 

Expected Results:  
Bugzilla shoud give a more clear error message. 

I'm using konqueror under kde 3.2.0
