libnfnetlink.pc.in isn't `make` nor installed.
As a consequence things like net-libs/libnetfilter_conntrack won't ./configure

Not confirmed. In fact it installs /usr/$(libdir}/pkgconfig/libnfnetlink.pc on all of my systems here, and net-libs/libnetfilter_conntrack builds fine, too.

1) Please post your `emerge --info' output in a comment.
2) Please attach the build log for net-libs/libnetfilter_conntrack.
