Reproducible: Always

Steps to Reproduce:
1. emerge =media-libs/libsndfile-1.0.25
2. see /usr/lib/libsndfile.la being installed.

Actual Results:  
/usr/lib/libsndfile.la is installed.

Expected Results:  
/usr/lib/libsndfile.la should not be installed.
