I don't really get where that call is coming from… that environment file would be useful.
I'd check autotools-utils.eclass ..
prune_libtool_files (eutils.eclass) is using pkg-config. And YOU introduced it.

No they shouldn't. Yes it's a bigger mess. For the moment add a DEPEND (not RDEPEND) to autotools-utils eclass and let's hope it doesn't add circular deps. Then _mail the mailing list_.

Hmm, no. I'll just fix the package. I myself wrote in that function that for packages installing .pc files, pkg-config is obligatory dep. Honestly, I'd just drop pkg-config code from there but there is one .pc file which uses random variables in Libs: in .pc, and this makes it hard... > > Then _mail the mailing list_.
