I tried to change the /topic in irc://chat.freenode.net/#gentoo-commits today only to find that I couldn't. I wanted to update it to reflect the current CIA problems. Since "gentoo-devrel" appears to be the channel's founder, I think this bug report should be addressed as it is. If not, don't hesitate to fix that.

I propose all Gentoo developers get access to the topic, and perhaps handle some other channel settings too (in case of channel abuse).

This bug should probably not be restricted the way it is now.
