When i installing giblib, i see such warning:

 * QA Notice: pkg-config files with wrong LDFLAGS detected:
 * /usr/lib64/pkgconfig/giblib.pc:Libs: -L${libdir} -lgiblib -Wl,-O1 -Wl,--as-needed -L/usr/lib64 -lImlib2 -lfreetype -lz -lbz2 -L/usr/X11R6/lib -lX11 -lXext -ldl -lm

Reproducible: Always

Steps to Reproduce:
1. emerge =media-libs/giblib-1.2.4

Actual Results:  
giblib installs successfully, but drops this warning

Expected Results:  
giblib installs successfully without QA warnings

Commit message: Clean up, update to EAPI=4, add USE=static-libs, and fix LDFLAGS in config scripts
