IA64 has broadly the same support for "classic" (32-bit) x86 binaries that amd64 CPUs have. The only difference is SSE2, though even that disappears when using the IA32 execution layer. So, my guess is that there a whole bunch of packages that are x86 binaries, which are flagged to work on amd64, but that also work on ia64 and aren't flagged.
