Is it OK to stabilize =media-gfx/fotoxx-12.06.1 ?

If so, please CC all arches which have stable keywords

for older versions of this package and add STABLEREQ keyword

to the bug.

I'm afraid not. It has already disappeared from the upstream download page (12.06.2 is still available; the download page and the home page of the project have moved, however). It's not a good idea to have a stable package without upstream tarball. By the way, the currently stable 11.08.1 is also no longer available.
