Where is it located? `which ldconfig` (as root) I would think hardened/grsec has something to do with this.
Ah. /sbin, which is 0700. Moved it to /bin and symlinked, works.

It is. I made /sbin 0700. Grsec only makes /sys 0700 and /boot 0500 as far as I know.
In that case I am sorry to say this bug is invalid, not fixed (you know, for future reference).
