Similar to the bug reported upstream, I have just 'build' a Blender without any menu's what so ever. This is a completely new clean system. The output that Blender produces (first few lines) BLF_lang_init: 'locale' data path for translations not found, continuing bpy: couldnt find 'scripts/modules', blender probably wont start. search for unknown operator 'WM_OT_context_set_enum', 'WM_OT_context_set_enum' RNA_string_set: OperatorProperties.data_path not found. RNA_string_set: OperatorProperties.value not found. search for unknown operator 'WM_OT_context_set_enum', 'WM_OT_context_set_enum' RNA_string_set: OperatorProperties.data_path not found. RNA_string_set: OperatorProperties.value not found. I have tested if this is related to the active Python version. But it seems to be unrelated. I can confirm this bug! But in my it behaves quite strange. If I start Blender from Gnome application menu I get Blender with blank panel, but it's OK when I start Blender from terminal.
This should be fixed with -r2 (make sure you have the updated environment after the install).
