In a G+ hangout, outgoing video is only updated from time to time for a few seconds and then freezes again. Screen sharing does not work at all (other hangout members do not see anything, the little picture in the bottom bar is not updated), same with version 2.9.10.0.
This has worked before (don't know working version though).
Interestingly enough, I get fluid video from my camera in the settings part and the preview part (right before I actually join the hangout). I could confirm that this is not a bandwidth issue.

Reproducible: Always

Steps to Reproduce:
1. Join G+ hangout
2. activate camera and/or screen sharing
Actual Results:  
video feed only updated a few frames at a time, screen sharing not working at all

Expected Results:  
stream fluid video to other hangout members.

Is this related to #402401 ? Have you played with some of the tricks mentioned there?

I have tried 
echo "O3D_OVERRIDE_RENDER_MODE=2D" >> /opt/google/talkplugin/envvars
as well as LIBGL_ALWAYS_SOFTWARE=1
There was no change whatsoever. Use flags are "-system-libCg" since with system-libCg activated, #402401 applies.
