From 186, /etc/init.d/udev does not obey udev_debug anymore.
In fact, the init script uses get_rundir() to get the directory to which put the log file.
But get_rundir() relies on udevadm info --run while --run is not a valid option anymore.
start_udevmonitor() is probably affected too.

This is fixed in commit bc71a9.
It will be included with udev-init-scripts-14 which will be released
with udev-187.
