While building the latest grub2-2.00 update, the install failed due to a missing current package of dev-perl/Locale-gettext during the build of the commands.

The ebuild needs to have this dependency added.

more likely your Locale-gettext install is busted, and when you tried to execute help2man (which grub does depend on), you saw an error about it not being found

Yes, it was help2man needing Locale-gettext
The perl install got busted in the transition from perl 2.5(?) to 2.7(?) when gettext didn't get updated by emerge.

As for the build logs and such, they are buried in a VirtualBox guest and practically inaccessible.

This can stay closed.
