emerge dev-python/PyQt and I didn't have sip installed. =dev-python/sip-3.0 is
in the dev-python/PyQt ebuild file, but the emerge of PyQt did not first install
sip.

PyQt 3.0 is now masked, as qt-3 is not ready for general consumption. Use
PyQt-2.4 instead.
