after emerging winex the scripts says I need to copy /etc/winex/config to 
~/.wine/config and edit per user information. 
 
there is not config file in /etc/winex/ named config, after looking at the 
output of the script, I notice that /etc/skel/.winex has a linx to the 
nonexistant /etc/winex/config

That should be fixed with the new winex ebuild (winex-20020628).
Try to merge it, if the problem still occurs (it didnt over here) reopen this bug.
