I assume the dep is required for building of manpages. Anyway, zathura itself does not require docutils, I suggest it's subjected to a USE flag.

Done in 0.2.0's ebuild because the tarball has prebuilt manpages. As in, otherwise I would close this off as INVALID because manpages need to get *always* installed
