Thank-you for the report. This is now fixed in the KDE overlay by adding a semantic-desktop use flag, and will be available in the main tree with the next KDE release.
Do you mean 4.8.4? Is there some problem with backporting to 4.8.3? Also is it correct to mark portage tree bugs fixed before they are actually fixed in portage tree?

I mean revision bump, not editing stable.

4.8.4 is now in the tree with this fix.
