Trying to emerge dev-php/apc against PHP_TARGETS="php5-4".

Reproducible: Always

Steps to Reproduce:
1. emerge dev-php/apc
Actual Results:

Yes, it is not suppose to work with Gentoo Prefix (yet). It may need some work. I'd say this is the crux of your problem:

Please re-open if desired (with a patch to review). Unfortunetly, there is more critical work to do.
