For what it's worth, I was able to build 0.9.12 with the 0.9.11 ebuild (renamed).

You technically need some additional depends and configure switches to prevent automagical depends. Waiting on confirmation of a potential portage bug before adding this to the tree to see which way the build needs to go.

Is it supposed to drag in "sys-power/pm-utils" when the qemu use flag is set?

I am using libvirt and kvm on lots of headless servers and I don't want to pull in pm-utils and all it's dependencies.

Yep. It needs to prevent certain power management behaviors from happening at certain times and when certain power management actions happen, it needs to cause things to happen with the VMs.
