allow disable and enable postproc library (libpostproc).

Reproducible: Always

Steps to Reproduce:
1. emerge -av =vlc-9999 without libpostproc installed
2. 
3.
Actual Results:  
you'll get error

Expected Results:  
ebuild let you choose if you want use libpostproc or not and by use flag it enable or disable at build time

i guess you might want to check vlc's useflags....
