Currently, there is an entry "*sys-apps/hdparm" in profiles/features/selinux/packages, thus by default forcing it on everyone using the SELinux profiles.

Since hdparm is
a) not needed on a great amount of newer (or rather, not ancient) systems
b) not default in any other profile,

I hereby propose to remove this line.

While being well aware I can undo this in /etc/portage/profile/packages, for the reasons given I think default hdparm should go from this profile.

You're correct. I'll give a heads-up on the Gentoo Hardened mailinglist and then update the SELinux packages file accordingly. Also clean it up a bit more.
