According to [1], #gentoo-chat is an official channel, but it is not listed in the IRC channel list.

It's not an official channel, if the operators want to make it one, they can re-ask here. Ideally it would actually be ##gentoo-chat, not #gentoo-chat, but I understand historical precedent.
