installing bash with USE=-readline lets bash not read its config file (or complain about command not found or unknown option)

tested version: bash 4.2_p24, 4.2_p24-r1 4.2_p28
used gcc version: 4.6.3, 4.7.0

as 'workaround' emerging bash with USE=readline makes the error disappear

Reproducible: Always

Steps to Reproduce:

starting bash results in the following output

readline is what provides things like completion

In that case I misunderstood the meaning of USE=-readline
