In each of the gcc ebuilds that use the new 'nogcj' USE flag, none list it in IUSE. According to the ebuild guidelines, this is incorrect. Doing an 'emerge -pv gcc' doesn't list '+nogcj' (I do have it set).

Reproducible: Always
Steps to Reproduce:
1. emerge -pv sys-devel/gcc
Actual Results:  
+nogcj didn't show up in the list of flags to be used / not used.

Expected Results:  
+nogcj should show up in the list.
