Enabling USE=avahi in net-print/cups-1.5.2-r4 without having net-dns/avahi installed has no effects.
Manually emerging net-dns/avahi and then re-emerging cups results in the required feature to work properly.
Please, add net-dns/avahi as a build dep if USE=avahi is enabled.

IMHO /etc/init.d/cupsd should also need avahi-daemon if USE=avahi is enabled, without that service running, the mdns functionality does not work.
