I seem to have had a stray symlink to /usr/bin/valac. Closing out.
As discussed on IRC, this was caused by manually adding /usr/bin/valac as a symlink to /usr/bin/valac-0.14 on a system that did not have vala:0.16 installed. For now, marking the bug as invalid. However, if we ever decide to add eselect-vala, this issue will have to be revisited.
