My general thought is to add a new section after 8b for NTP (since if a system is networked it should generally need to keep its time updated) in various installation guides (X86, X86_64, etc). However, it might be better to add such a section to 9f Networking Tools. Though NTP is not a networking tool per se, it will ensure things like Portage work properly as people will not be trying to install into the future due to time skew. Beneficial would be the mention of how to update the system clock as well. The section should be marked as optional with a note explaining the reason it might be needed.
I think it is more something for a server/enterprise document, like the security handbook. For regular installations, NTP is not mandatory (and not really "should have" either imo).
