net-misc/wicd-1.7.2.1 fails to build with nls USE flag

error: can't copy 'translations/zh_CN/LC_MESSAGES/wicd.mo': doesn't exist or not a regular file

Why can't I both comment here AND add an attachment?

The package dev-python/Babel is missing on your system.  It is a build time dependency, as stated in the ebuild: DEPEND="nls? ( dev-python/Babel )"
I can't tell why your portage did not pull it in.  Maybe it's a bug in portage, or you played around with your settings too much?

Hmm, that's strange.  Do you have the binary "/usr/bin/pybabel" ?  (That's the one that the build will call and is missing it seems from your build.log).
