However, Portage gives the method using "/etc/portage/package.env" and "/etc/portage/env/".

So, for example :
"There is supported method for using CFLAGS or other variables on a per-package basis.  Please refer <a href="http://www.gentoo.org/doc/en/handbook/handbook-amd64.xml?part=3&chap=6#doc_chap2">Advanced Portage Features</a>."
