layman-global.txt has not been supported by layman versions in gentoo-x86 since 17 Jul 2011 when the last of the versions supporting it were removed. All layman versions now use repositories.xml. layman-global.txt can be removed along with the script(s) that autogenerate it. Reproducible: Always

repositories.xml has been the default in layman.cfg since layman-1.2.4. I did notice that I made a mistake by stating layman-global.txt was "not supported" when it is still, but by default uses to the new repositories.xml format file. Your issue seems to be that dispatch-conf memorized your zapping of the url change that occurred long ago, so wasn't reporting it as an update. I didn't know dispatch-conf did that.
