I am not sure about the minimum required kde-version, as none are mentioned. As there were no big changes since kde-4.7.4 in the plasm-lionmail.git-repo, everything in portage should fit, so kdepimlibs-dependency without version. Same for qt-webkit.
Concerning the License, there is no copy shipped. But some sources mention GPL-2, some GNU _Library_ General Public License, the latter is not mentioned in the available license list I found online (*). But it's compatible to GPL-2, so is GPL-2 sufficient?

kdepim-runtime is needed for the mail resources, but I am not sure if it should be a dependency (added it, nevertheless).

I'll work on this. The LGPL-2 license in the portage tree is the Library GPL, so I'm adding that to the license list.
