Ofcourse not. 1 We are in a KDE environment 2 We did not set the wxwidgets use flag 3 wxWidgets includes GTK packages ( see 1)

Apparently it wont work because the program is build against wxwidgets library for GTK. So: - Why is there a wxwidgets use flag? - Why is there a kde use flag? Regardless of the wxwidgets use flags does the program require wxwidgets or not?
p7zip contains command line utils. I cannot emerge this package because it depends on GTK elements, regardless of wxwidgets use flag. This is a valid bug, thanks for confirming.
