If Shorewall 4.4.27 already is installed, the Shorewall-4.5.0.1 package fails to install as shorewall-core-4.5.0.1-r2 runs in to a file collision with already installed Shorewall. I'm not sure but suspect the problem is caused by the fix to this issue:

Maybe it isn't enough that =net-firewall/shorewall-4.5.0.1 RDEPENDs on
>=net-firewall/shorewall-core-4.5.0. Maybe it should also do
!<net-firewall/shorewall-core-4.5.0 in RDEPEND?

Thank you for reporting. The problem is, that the new shorewall-core installes files, that were previously installed/used by shorewall. The only solution I can think of, is blocking <shorewall-4.5 in shorewall-core. Would that be an acceptable solution? 
The way to upgrade would then be: 
1. demerge the old shorewall
2. emerge new shorewall with shorewall-core

Any solution that works is good enough for me. But if it involves a manual unmerge I think there needs to be some info giving instructions of the procedure.

Okay, I added a blocker and portage seems to be able to fix that problem itself. So no manual unmerge is needed. I hope this fixes your problem.
