XML Indent is a solid tool for indenting XML files. I have been using it heavily and had hardly any problems, although I didn't indent files with strange UTF-8/UTF-16 encoding which are said to be problematic according to the project's homepage.
The project may look dead upstream, but it is working and there is no reason to fix something that is not broken. Please stabilize the current version.
