Steps to Reproduce:
1.emerge modutils on a system where man-pages is installed

OR

1.emerge man-pages on a system where modutils is installed.
Actual Results:  
Package 'sys-apps/modutils-2.4.27-r1' NOT merged due to file collisions.

Expected Results:  
modutils should install regardless of whether man-pages is installed or not..
