Since PHP 5.4 is out, support is nice to have, in my local overlay I've simply added:

USE_PHP="php5-3 php5-4"

and bumped it to -r3.

Reproducible: Always

Steps to Reproduce:
emerge dev-php/pecl-apc
Actual Results:  
Only works for PHP 5.3

Expected Results:  
Should work for both PHP 5.3 and PHP 5.4

APC does not support PHP 5.4 yet. Trust me, it will be bumped when they do.
