Hm, so it does. configure.ac's first line is "AC_PREREQ(2.57)". I guess that means we need >=sys-devel/autoconf-2.57 in DEPEND?

Should that not be handled by autotools-utils eclass somehow? Honestly I'm not sure what needs to be done... Michal, any advice?

AUTOTOOLS_AUTORECONF=1 before inherit, and it does both add DEPEND (through autotools.eclass) and run autoreconf.

The breakage occured because vapier added dumb double-inherit prevention which causes autotools to not update DEPEND.
