Neither media-libs/jpeg or media-libs/libjpeg-turbo install a pkgconfig .pc file, but I'm writing ebuilds for some new libraries, and their configure scripts are unable to find jpeg without a .pc file. It would be helpful if these could be added.

You should report this to the both upstreams since we are not going to ship custom pkg-config files downstream.
