Added initscript for nbd-server to start it as a service. By default, nbd-server will read the config file in /etc/nbd-server/config. Also provided a template config file, specifying the IANA port for NBD (10809).

Removed generic port; nbd-server listens on 10809 by default. Instead provide a sample named export.

pretty sure this can be much simpler.  look at /etc/init.d/rsyncd as an example.

i don't adding a config file like this makes much sense when it isn't usable out of the box.  just force the user to create it themselves.
