It might indicate your dev-lang/vala:0.14 is not installed correctly. Maybe it's not installed, maybe the file /usr/bin/valac-0.14 is missing, maybe the permissions are incorrect. Please try rebuilding dev-lang/vala:0.14. 

Also, what is the output of this command on your system?

this is ther output:

its possible to change something to let it build with vala 0.15?

I don't know whether x11-libs/libfm-9999 builds with vala:0.15. The easiest solution for you is to unmerge vala:0.15 and install vala:0.14 from Portage tree.

The ebuild should work with vala:0.15, but I guess there's something wrong with your unofficial vala-0.15 ebuild, that it probably does not install /usr/bin/valac-0.15 or installs it with no executable permission.

Gentoo does not provide vala-0.15. Are you sure you are using Gentoo? If so your valac-0.15 may be broken. We can't support building for vala-0.15 until vala-0.15 is in Gentoo portage

vala-0.15 is in gnome overlay and it would be nice a developer of gnome overlay could take a look and would solve this problem.
