I tweaked the 3.0 ebuild and it seems to work fine.

Sorry, what exactly should the Manifest patch look like?  Should I just upload the Manifest file that is in my local portage dir?

just use diff -Naur <portage manifest> <your manifest> to create a patch for between your manifest and the one in the portage directory. Or you can use upload the Manifest file like you said
