WANT_ANT_TASKS="ant-junit" is needed before inherit.
I could not reproduce this, but after some discussion and tests from java folks, i added dev-java/ant-unit to DEPEND without bump. Please check, that your ebuild has that dependency and then try again. If it works that way, please close this bug.
