The download system should be rewritten to support resumed downloads. Also a bug
has to be fixed where conditional downloads depending on use vars, aren't taken
from the original location, but always from the ibiblio mirro, even if it
couldn't be find on the latter.

this should all be implemented in portage-1.8.9_pre14
