Problem is in paludis (http://paludis.exherbo.org/trac/ticket/1230) which puts --disable-dependency-tracking at the end. Quick'n'dirty fix is to use EAPI=3.
People from paludis argue that it is the ebuild fault for not following PMS exactly.
If I don't misremember this was discussed time ago and --disable-dependency-tracking should be used ONLY when supported by configure script, not always

I would argue that that is bug in PMS (to not allow overriding) as default of dependency tracking is deliberate choice on part of autotools and not working with --disable-dependency-tracking is not a bug in package and enabling it is a bug in ebuild. It seems that there is no sane method of force-enabling it in configure.ac.

Since paludis developers have still not fixed their broken implementation of the --disable-dependency-tracking eapi4 spec, I am forced to add an ugly workaround for this issue to the webkit-gtk-1.8.0-r{200,300} ebuilds in the overlay.

If still not clarified, could it be fixed in next eapi to let us drop the hack the future?
Shrug. PMS says: "Any additional parameters passed to econf are passed directly to ./configure." "Additional" implies that these parameters should go last?
No, additional refers to parameters passed to econf, not to where they go.
Then, PMS should probably define that this options can be overwritten by ebuilds when needed (probably for next eapi)

As it stands, the assumption-causing breakage is being made by ebuilds, not package manglers.

The spec says what you wanted it to say. Every semi-reasonable person would assume that econf appends its arguments to the end of command-line so that they would override the defaults. We kinda call it common sense. If you really need the spec to word that for you, the spec should be fixed.

This relates specifically to changes in later EAPIs, so "Portage always had it that way" has got nothing to do with it. Stick it in EAPI 6 if you want guarantees.
