that thar's yer problem. usbprog needs libusb-0.1 API, not libusb-1.0.
should be all set now in the tree; thanks for the report! Commit message: Clean up ebuild a lot, add USE=static-libs, update to EAPI=4, and fix the DEPEND (including specifying libusb:0) http://sources.gentoo.org/dev-embedded/usbprog/usbprog-0.2.0.ebuild?r1=1.1&r2=1.2
