It should be good idea to provide new use flag (let's say -xinetd) for net-misc/rsync to enable/disable creation of /etc/xinetd.d/rsyncd while installing net-misc/rsync. We currently do not install xinet.d so this config file alone doesn't make sense...

we decided as a project to not have USE flags merely control the install of config files.  this applies to xinetd, logrotate, etc...

use INSTALL_MASK if you want to punt xinetd file.
