I'll add a patch for it after the report which worked for me and let blender successfully install. Just clearing the variable helped for me. This ONLY happens when using USE=apidoc. This is now obsolete, I think.
It has been fixed with the ${FILESDIR}/blender-2.63-doxyfile.patch patch. Thanks
