debianutils_4.0.3.tar.gz is no longer on the Debian mirrors or the Gentoo mirrors. A user in #gentoo-prefix passed this information to me. It breaks new Gentoo Prefix installs.
I'm the user who reported the issue in #gentoo-prefix, I was able to get past the problem by having the distfile provided to me and it seems to work fine. Naturally, as already stated, this should be fixed since I searched extensively and couldn't find any public mirrors still hosting it.

This bug is similar as 368313. \n The update of ebuild is non trivial considering debianutils-4-nongnu.patch. \n I have tried to use sys-apps/debianutils-4.2.1 directly from gentoo-x86 in a GNU prefix without problem. \n @grobian, what should be the long term solution, include the nongnu patch into x86?
I have since confirmed this issue firsthand. Until a more permanent solution is found, I suggest talking to infrastructure about reintroducing the tarball on the mirrors.
we should just upload the tarfile to the mirrors, and try to get newer debianutils going :/
