Also got a downgrade to libpcre-8.21 during rebuild. When running the command specified during the upgrade ("revdep-rebuild --library....") the rebuild tries to downgrade the version. Manually checked each of the items in the requested rebuild command and the only one which seems to trigger the downgrade is php (dev-lang/php-5.4.0_rc7). All the other items in the rebuild command (when run manually) do not trigger the downgrade.

(In reply to comment #6) is it really a php bug not a portage one? php has RDEPEND <dev-libs/libpcre-8.30[unicode] but portage tries to update libpcre to 8.30-r2 that violates php dependency.
This problems was avoided by dev-lang/php-5.4.0_rc7 requiring explicitly <dev-libs/libpcre-8.30, now with dev-lang/php-5.4.0_rc7-r1 this requirement is missing and all the libpcre related packaes fails to build again.

The revbump contains a patch that makes PHP compile against libpcre-8.30, hence no more need for the blocker.
The upgrade/downgrade cycle continues AND has nasty side effects.
