i've fixed the english one but pinning in the world file doesnt happen anymore

now we use the /etc/portage stuff

for now we should just remove the paragraph (stable/unstable portage doesnt support it) and once portage-2.0.50 goes stable i can do up a proper rewrite of the doc

The translations should synchronise with the English docs in a timely fashion as required by the GDP (http://www.gentoo.org/proj/en/gdp/translators-howto.xml).
